If you are using one transformer for train power an another strickly for remote switches

If you are using one transformer for track power & a second transormer strickly for remote switches & some accessories,do the two transformers have to be “in phase” with each other, Thanks

No. In fact, if they share a common return (outside rails), having them out of phase will let voltage drops in that return due to trains and accessories subtract from each other rather than add.
