The precise location of the industrial park in Windsor cannot be determined from the article, but if it is the one which existed when I shot video of the Great Western of Colorado in the mid-1990’s, then this may be a hedge bet. Back then the largest shipper in the park was Kodak. The spur which served that plant could easily be expanded into the loop.
The US imports most of it’s oil so why not use it locally and avoid the added expense of transporting it from place to place.
To James: The USA also exports significant quantities of refined petroleum products (diesel, gasoline) to Asian countries via California ports.
