Can a railroad or engineer (depending on if it is mechanical or human error) get a citation for violations such as not blowing a proper horn sequence, having a burnt out headlight, not running with ditchlights on, etc.?
The FRA has the power to issue citations with monetary fines, to both the individual employee and the company. But only for violations of CFR 49 regulations.
The company assessed citations are like demerits. Acquire so many, and you get time off.

The FRA can not only fine because of CFR violations but also company rules and timetable violations. since the last two are mandated and described in the CFR as well, read the certification section.
I hope you understand the difference between an exception, a compliance order and a citation (and thus the willfull violation comment). Railroads do NOT get fined just because a light burns out.
If the headlight blows in route you get to keep going to next forward place to get it fixed. not so much as next terminal. but next servicing terminal as far as blowing the horn it depends on what is going on. 2 longs a short and 1 more long is for crossings but if maintance of way is standing near the tracks i will go into a short series of blast on the horn, then back to the last blow of the horn. As far as the ditch lights there is a rule that says they must be on anytime the headlight is on bright. except for, fog snow that reflex and blinds the engineer as it would be easier to see with out them turn them off, then if they are burnt out broken out you dont need them to keep going but they restrict your speed to either 20 or 30 mph ( not sure haft to look it up) but you didnt mention controlling the train speed with signal indication, or how about not having proper authority for the track you are on. both crew members getting fined not waiting proper time at a switch, speeding , the list goes on and on its just not at crossings but in the yards, radio proceduers, train placement of haz-mat loads, just touching on a few and 1 that makes me mad is 100 % hand brakes on engine when crew member is not on the engine, but on a remote control job its not required.
It was meant to be funny.Instead, I think I got a lecture. I thought it was obvious to be a joke because trains don’t have turn signals becase they don’t don’t make right or left turns off the tracks.I guess some people have a diminished sense of humor.[B)]
Gee… I thought they had turn signals… I see them all the time… It is just that the engineer cain’t decide which way he wants to turn… first the light on the lower right blinks on and then it goes out and the one on the lower left blinks on. When it goes out the right side comes on again.
I also can’t figure out why he keeps pumping the brakes… that single taillight just blinks and blinks and blinks.
On our tourist road, every now and then, while we are doing our Class 1 brake test, we’ll have the engineer hit the lights, horn, and bell, even if he’s already checked them. I’ve been tempted to ask for the turn signals, too, but never have.
