Great idea!
Not bad at all! I assume that the device records the time and date each time it gets used, thus a report is required?
WOULD THIS WORK BETTER THAN THE TRAIN CONTROL SYSTEM THE FEDS ARE FORCING THE RRS TO INSTALL?? THINK ABOUT THIS------

@JAMES E FREEMAN - No. PTC is complementary. PTC will stop a train before it hits a danger signal, and slow a train before it reaches a speed limit that it would otherwise pass. This device, on the other hand, appears to largely be aimed at preventing accidents where someone local to the train but not driving it can see a potential problem that the engineer can’t.
Nothing better than having someone with their feet on the ground in close proximity to a potential situation in order to immediately address a situation !
I guess every conceivable situation where a dangerous outcome is possible and this setup can prevent this, Safety First is certainly a top priority and worthy of the investment. The geographic location (as well as time and date mentioned before from J. S., Fl.) is just as important.
