Are you able to contact a hobby shop that deals with toy trains? It would be faster to call a hobby shop manager/owner and ask that person for a referral if the person you eventually get hooked up with is within 20 miles of you or so.

It would be easier to help you if we knew what type engines you’re talking about. To start, look at the bottom and see if you can find a manufacturer’s name. What material is the boiler made of (metal, plastic)? What wheel arrangement are they? Do they have separate tenders? “HO scale steam engine” is a REALLY broad category.
I agree with the previous posts. The first thing “I” would do is put it on some track and see if it runs, tries to run, or does nothing. If you could describe in detail what is happening, along with what you have, someone can help you with the diagnosis.
