Yes Jarrell, this will prevent the already dry plaster cloth "sucking out the moisture from the new cloth you add on top. If the new cloth loses its moisture the plaster will not cure correctly.
(that is what I have read, not gospel)

Karl has it. I spray the previously laid stuff liberally, but not so that it drips all over the place. About three-five fine mists should do it. If you are laying an edge of the cloth over a layer of plaster, you’ll need a lot more.

Don’t rewet plaster to often, or you can cause the plaster to seperate from the cloth.
