Lots of people use Durhams Water Putty with good results.

I’ve done it this way and I think it looks great. I added a line of flat toothpicks glued end to end under the foam so I had a natural crown to the road.

Many use plaster. It looks like asphalt when painted.

Walthers sells modular city streets in plastic. It is pretty nicely detailed, with curbs, sewers, etc…

I use styrene sheet.

I use drywall compound. Rather than go through the messy procedure of mixing powder and water, I buy a bucket of premixed compound. A bucket will last a long time. The lid fits very tightly, but to keep it from hardening, you can pour a bit of water on the top of the compound and pour it off when you go to use it again. I use it for scenery too. For roads, I smooth it out as best I can (an offset spatula like cooks use for decorating cakes is great for this) then after it sets, I go over it with a wet sponge and get it really smooth. Then I paint it with a grayish black colour.
