Terminal TM has responsibility for operations in their designated Terminal. This includes Yard crews, coordinating all functions that are required to make the terminal operate efficiently.
LOR Trainmaster as responsibility for operations on the SubDivision(s) that are his territory, this includes the crews and coordinating all the functions required to keep the line segment fluid.
The Division Superintendent is normally the highest ranking operating officer on a division (different carriers have different titles for this position) all other officers, including Terminal Superintendent report to the Division Supt.
A trainmaster is a trainmaster and a superintendent is a superintendent, the difference is the TM handles the employees and operations directly while the super prevails over all. A terminal is a terminal and a division or distirct or railroad is a division or distirct or railroad.
