Would it be possible to run a Porter on Superstreets pulling very short cars?
Although I have not tried this, you should be able to. I run a short wheelbase trolley, so a proter should work.

If the porter is the size of a K-Line Plymouth switch engine it should work, also if it can run good on 027 track it should work on Super Streets. With Super Streets there are three curve sizes; 12 inch, 16 inch and 21 inch curves.
I am able to run an MTH trolley(about 11 inches long) on the 16 inch Super Street curves.

It should work.
While a 4-wheel trolley car or the like can run very nicely on very sharp curves, 4-wheel cars coupled together are a different matter. The couplers are inevitably body mounted and swing out on curves much more than truck-mounted couplers. This can cause derailment, especially on S curves, where one car swings one way and the other car the other way at the transition point. I have some ETS European cars that I can’t run on my O27 curves because of this.

Superstreets is a track system made to look like streets so you can have streets on your layouts. They have vehicles that run on the “streets” but they have flanged wheels like normal trains:
