I looked over the store’s woodland scenics stock and did not find sand to put into the structure.

Go to an automotive Body shop. ask them for a cup full of silica sand they use for sand blasting. Tell them your building a sand house for your model railroad and they should be more than happy to let you have some.

I just used real sand soaked with 50/50 adhesive
But build a styrofoam plug to fill most of the void first, then sprinkle enough sand to cover the foam with a little dome, then apply a diluted matte medium or white/carpenter’s glue diluted 50/50 to bond it to the foam.

Our local Home Depot stocks sand blastiing sand and there is enough spilled on the floor for what you would need. Check out your local home supply stores in the cement and concrete block area and you might be able to just scoop up enough off of the floor for what you need, and it will be free except for the trip to the store.
