Securing ties to track

Some weathered concrete track from ME arrived for my 1980s layout. I noticed that a small part of the ties (the part that is under the rails) were not completely secure to the track. For those unfamilar w/ ties, please visit here: http://en.wikipedia.org/wiki/Railroad_tie. Should I ask for a refund, glue the ties to the track? If I should glue the ties to the track, what to use and how? I figure that ties are somewhat pliable and easy to remove/add, so the prefered option is securing them.

Not sure what you mean. They are supposed to slide some. They do pop off on occassion and can be popped back on. If the “spikes” are broken off for more than a couple ties, you should get replacements. If it is on a straight section you can cheat more than a couple. Be sure that the track does not sit on top of the “spike”.
