Export locomotives, probably. They wrap them for overseas shipping.
The domestic deliveries I’ve seen were just dead in tow.
I wonder where the cabooses were headed.
I agree those are export locomotives, the plastic protects them from salt.
Of some interest is the reporting marks temporarily given to those locos! EMDX 3007-3010 (and probably more…) appear, according to the internet to have been used for a very interesting variety of locomotives! Internet searches of these road numbers reveales a cornucopia of oddities, from the bottom half of a Mexico bound SD70ACe (https://www.railpictures.net/viewphoto.php?id=247280), to a Saudi boand SD70 with some cool desert filter things (https://www.flickr.com/photos/34855508@N02/32005875054), and finally this interesting ex-BPH SD70ACe (http://www.rrpicturearchives.net/showPicture.aspx?id=4773398) which was propably going to other, back to the factory!
Very interesting, though I suspect our mystery locomotives are probably something a bit different, considering the huge variety of things these EMDX marks go on!

It seems those number apply to a varitey of EMDX locos.

I also did the rrpicturearchives and the google, and did see those Australia bound locos, but quickly noticed these reporting marks don’t stay with one thing for long! Still, I ran across the Saudi picture, and just about proclaimed these to be destined for that railway! Almost did the same thing!
These certainly are a very interesting subject! I wonder how one might create a good model of one… it could be a great way to cover a poor model or bad paint job! A good thing for a train show find!
Yea, same here. Maybe a colored, or white plastic bag, cut to fit the loco, and some practice with a hairdryer. I have enough non running stuff in boxes, along with all types of shells, might be worth a try.
I watch a guy shrink wrap some boats and poontoons, about the same technique, and the heater he used look like a big sophisticated hair dryer.
The reporting marks wouldn’t have to be neat and perfect, that’s for sure!.

Yeah those EMDX units are just temporary numbers in order to move and track them.
The wrapped CP ones in another post above were the five units in special military tribute schemes and CP didn’t want anyone seeing them until they were officially unveiled in Calgary.
The stripes on the plow combined with the fact that the they’re standard gauge makes me think they’re Fortescue bound for Australia.
