If it’s NORAC territory, C over flashing lunar means clear to next interlocking…Trains without operative cab signals must proceed on fixed signal indication, not exceeding 79 MPH. Approach next interlocking signal prepared to stop.
But I’ve never seen it outside of cab signal territory.

Guess it’s got to be cab-signal territory-- so on CSX, does that mean the RF&P? Any other possibility?
Or could it be ATS territory?
