Yes there is.
Atlas produced one.

And Bachmann has a couple for EZ track (Atlas snap track can be substitued).

And there were five of six sectional track layouts for 4 x 8 spaces on the MR website.

There is also an older Kalmbach book of layout plans for sectional track (Atlas snap as well as Lionel etc) This is not the same as 101 Track Plans. It is likely out of print but seen at swap meets from time to time
Old issues of Model Trains magazine from the 1950s almost always featured a track plan using snap track
