Any hobby shop that has an account with Stevens International (distributor) can order them in for you if the shop doesn’t already stock Bragdon Powders.

oops - sorry I missed the “E” in the o.p. - well if anyone else is interested, the powders can be found at or ordered through brick-and-mortar, too.

MIcromark - They carry Rustall and have a selection of powders, though apparently not the Bragdon brand you requested. Well, I tried.
