Here’s what I’ve come up with. The goal is to be able to bring a train down to staging from either the upper or lower level, reverse it without backing uphill, and park it in the yard. Then any train from the yard can be put on the layout on either level.
Any suggestions for a better way to accomplish these goals?
Looks like they are, but just make sure the train lengths are covered between the yard and turnaround/switches.

Put the balloon loop so it points towards the yard. It will look like an octopus with the balloon loop as the body and the staging yard as the legs. Then you bring a train down into the staging yard, then shove it back around the loop right back into the same track it came out of. Attach the connection to the other levels anywhere on the loop in either direction.
Enables you to turn a train with much less sawing around.
