Excuse #1 - CSX is not paying for resumption of a passenger train.

Indiana would have to pay for it. We will be lucky if they keep the Hoosier state running. While I would like to see multiple daily Hoosier States extended to Louisville, resumption of the slow overnight Kentucky Cardinal would probably be a waste of money.
Wonder how this will affect the CSX line from Louisville to Cincinnati?
Hopefully Indiana will be smart enough to extend the Hoosier State back down to Louisville, as they did for a while. I think the track is only good for a 30mph maximum speed though.
Didn’t CSX just abandon a parallel within the past 10 years?
