I was going to say either the steam engines or diesels had broken down and the others came to the rescue. But would they ‘sandwich’ between each other?

Those would be alternative-fuel tenders, most likely. Look up pictures of the FEC natural-gas tenders and see if those look like what was seen. Non-hydride hydrogen storage is likely to loom particularly large, since the gas is low-mass, it is dangerous to compress to high pressure and its maintenance at cryogenic temperature an involved and difficult exercise, and the need for good enough cost-effective insulation probably involving a thick set of shields and blankets under the collision-proofing.
