As far as Amtrak…If the railroads are displeased with having to keep Amtrak on time then maybe we should give passenger operations back to them and mandate services levels at pre Amtrak 1971 levels. Granted, it would be terrible for the rail passenger but it would be much worse for the railroads.
The railroads bought their way out of the passenger business claiming it was not profitable as they claimed the government used their taxes to finance the infrastructure construction of highways and airports, a competing mode, which nearly put them out of business. Unless the freight railroads offer to start running passenger trains on their own, they are obliged to keep Amtrak trains running on time since they imposed Amtrak on the government in the first place, and the government has nobody but themselves to blame for doing so.
