From the story in the RailroadsForum website via the link, the UP intends to store about 500 railcars at Avon, CO. It sounds like the ballast is intended to make the track suitable for the required moves without worrying about putting cars on the ground.

Ballast is certainly a step in the right direction, at least it was not a salvage train.
“Rail Banking” is always a better alternative.
