I’m delighted to see my home RR (LIRR) in a positive light in a national (international?) periodical. Not a commuter, I have, nonetheless, traveled with increasing frequency on the “Route of Dashing Dan” and am generally quite pleased with its operation. What I dislike in the article is the common misuse of “comprised” for “composed.” A large entity comprises several smaller entities: (e.g.: a family comprises mother, father, aunts, uncles, children, and others). I can forgive typos, especially a typo that comprises foamers like me, who am 41-year veteran of the college English class.
Could they have meant “formally”?
BNSF’s Topeka Sub is all Train Orders along the Whole sub so Train Orders are not dead yet.

I believe the BNSF Topeka Sub is using track warrants, which is not the same as Train Orders.
