One could put in contrails from passing plains. Or an approaching storm.

As an artist, one should always start a scene at the top and work down.
First do the clouds, then the distant hills and work forward towards the foreground.
Some times clouds get covered up by the background. Same as in nature. And the base of clouds should be level as if they were sitting on a shelf. One can think of the shelf as being a shelf of air. I paint with oil paint and paint the basic shape of the cloud first with shadow colors. Then figure out which side the light is coming from and highlight the white of the clouds on that side. Most distant clouds are near the horizon where the closest ones are near the highest points of the sky. And always remember that near clouds can and often cover up partially the clouds behind.

Normally the clouds would be painted before the trees or hills if you would intend to have them rolling in from the horizon behind the hill but I did not intend to do that with this backdrop in which case I felt it was fine to save them for last. Respectfully, I have tried to simplify for the sake of attainability for the average person.
