Why - is a thread title of 15 characters required?
and why is their a timer on creating topics - a timer that is not accurate, either.
I am aware of the SPAM MONSTERS that hit the forum in the recent past but this is not a defense.
I would guess the title length is for two reasons, stop spam, and to avoid/minimise “curiosity” approach titles.

My understanding is that it is the default limit set by the Discourse software. It can be changed by the administrator. Probably best to ask Nick. I have run into that minimum number myself when creating a topic. Seems a bit arbitrary.
