Will the new Legacy system control the zw transformer for remote conventional mode?

I new to it, but if you go to lionel.com and download their catalog you will find some info on power and what is required with what.

It is supposed to be backward compatible with & to use with all Lionel trains.

As JOHN said everything is compatible with the old TMCC Cab1.
