I don’t know about witches. But I seem to remember seeing somewhere where the layout owner had used PVC pipe caps to recess the switches. He drilled a hole in the center of the pipe cap of the proper size to accommodate the toggle switches he was using. Obviously he installed the switch so that the switch paddle was inside the pipe cap. I don’t remember exactly how he mounted the pipe cap to the fascia, but when you looked at the installation you basically saw the hole formed by the inside of the pipe cap with the switch paddle in the center.
Isn’t the Romanian overnment trying to recess their Witches and Fortune Tellers? Put them into a recession with a new system of taxes?
Oh, Toggle Switches. That’s different. The 2011 Great Model Railroads shows the switches mounted in 35 mm film cans.

I have recessed a couple. Our club had a 1x4 on the edge of the layout at a couple of places. I drilled about a 1 1/2 inch diameter hole through it and glued a piece of masonite behind it, then drilled the hole for the switch.
