I found a few thru searches…
D&RGW 2-4-2 '82-'83? This one was in Canada, the french part, so I couldn’t translate. My French is rather rusty.

Kurt, you got it right (your French must be better than you think!). The 8213 also included a headlight and an electronic reversing unit. The 1130-type tender included mechanical Sound of Steam.
The loco was part of the 1252 Heavy Iron set (also '82-'83), along with a 9031 NP gondola, a 9339 GN boxcar, a 9020 UP flatcar, and a 9077 Rio Grande SP-type caboose.
