The price is not bad though the mising parts from the locomotive does raise a flag. If the locomotive is in sound mechanical condition, it might not be a bad deal but consider shipping and handling costs as well. Check at a model railroad shop or even a big toy store and see what a comparable set would normally sell for.
Please update your profile in the “Bio” and “Hobbies” categories so that more modelers can help you. Do you have a layout? Are you a collector? Would this be for a relative? Do you modify and detail locomotives and cars? See, if these were in your profile then we could better format our answers to you. For example, if your Hobbies background inidicated that you’re into painting and detailing locomoitves, I would say go ahead and purchase it since you can fix any flaws.
