Is it safe too use lionel track cleaner on HO track?
The only way to know for sure is to try it. I would suggest “testing” on an extra piece of sectional track, not on your actual layout.
Sand paper is not generally recommended for HO scale track; regardless of composition.

Yes it is. My nephew used it on his HO layout after he abandoned O scale.
