When I looked at an NS map, I saw tracks bridging the mouth of the Chesapeake Bay. Is this just trucks carrying carloads?

It is the farie car float, who waves her magic wand and the cars float over the water.
The ESHR is now the Bay Coast Railroad, and has been for several years. They did operate a tug-towed barge from Cape Charles (Eastern Shore) to Little Creek (near Norfolk). The BC has suspended float operations since last summer due to costly repairs being necessary. that, combined with minimal traffic, has not seen a rush to complete the repairs.
