Yes, a “set”. Well, I need advice. I want to get a train for under the tree and be able to use it as a starter set. I would like to model in HO, so that much I know. What is better, a set or buying components? If a set, can anyone make recommendations? If components, recommend inexpensive steam loco for a small circle, track and power pack please.
Check out www.1stplacehobbies.com, They have a ton of train sets that are good. Prices will vary, but just click on the picture of a trian set and it should give you some info.
check out www.walthers.com they have a trainset selector system that matches you with a set in your price range and fills your prefernces (i.e. freight or passenger)
I have been surprised and disappointed to see that the reputable manufacturers have all but abandoned the train set market in the last couple of years. If you can find a set , any set, from Atlas, Athearn, Bachmann (but ONLY the Spectrum series), Life-Like (but ONLY the Proto 1000 series), or Walthers, you will find a very good product at a reasonable price. Buy those, but avoid buying any other train set like the plague.
Your best bet these days is to buy a set, or components, from a hobby shop that emphasizes model railroad products.

Just try to stay away from the cheap plastic sets. Trust me, I have one, the wheel of the locomotive tender broke off.
If you plan on setting it up for on the floor under the tree, I would suggest you look for “roadbed” track. This is sectional track with the roadbed attched under the tracks. Atlas Truetrack, Bachmann EZTrack, Kato Unitrack are some makes. Lifelike Power Loc track that has black roadbed has steel rails which are not recommended.
You could assemble your own “set” as well, for about the same price, but it might take a bit of running around…
