I agree with Jim. Demonstrations began in early 1925, he could have designed it starting 1924.

Minor correction–the name is Woodard; only one “W”.
Having said that, I’ll vote for '24.
The one story that I saw;listed his name as William E. Woodward,
an engineer at Lima Locomotive Works,and the year was 1925
Will Woodard designed Berkshire A-1 in 1924 since the locomotive was built in 1925.
…So far everyone is close and some are correct. On the spelling…I just checked an article of the Lima operation and the designer’s involvement again and they spell it “Woodward”…I can’t say which is really correct.
