It’s Delaware & Hudson 1401, a cross-compound 2-8-0. The D&H 1400 series consisted of three experimental compound 2-8-0’s plus a triple-expansion 4-8-0. All were incredibly efficient in their use of steam but also spent a lot of time in the shop.
