Since F.D.R had Polio it would be hard for him to climb up into a cab.
This sound like something that Harry S. Truman would do.
I guessed Lincoln, but Truman would not surprise me.

It couldn’t have been Roosevelt unless he had alot of help so I’m going to guess Harry Truman. I think trains were becoming more popular for travel in his time.
