Looks like #2 is the way to go. UP had most of the “City of” trains, so I’m guessing this was a UP-SP handoff taking up most of the Golden Spike’s route.
City of SF, I saw it on TV a few weeks back.
City of San Francisco…learned that one from a National Park ranger / tour guide aboard Amtrak’s California Zephyr this past summer [8D].
The City of San Francisco is the only one listed that went over Donner Pass, which obviously makes that the correct answer.
