It was built for (drum roll) [:D] B,St.Clair Tunnel Ry. They worked OK, but the crews still got a near lethal dose of smoke in the tunnel. Crude breathing equipment was tried but not too many years later, electrical operations began rendering these brutes obsolete, to the relief of the crews. The electrics ran almost until 1960, when CN and GTW had sufficient diesel power to retire the motors. They also had to find a way to pacify the affected brotherhoods. (Unions to those of you from Rio Linda) Soon, CN and GTW F3s, F7s, GP9s, RS18s, GP18s and FP9s began running through between Toronto and Battle Creek. They might have gone further, but then GTW would have had to pay duty on CN units and CN vise versa on GTW units.
