The answer is General Zod. He had Ursa and Non build it to kill Superman after they lost their super powers when Superman climb into that chamber. It was a very bad idea.
I have no idea so here is my guess.
To the best of my knowledge it seems General Grant never had an original idea in his life (including later when he was in the White House). General Custer would be a different General Custer than the one known for Little-Big Horn, so it could have been him. Lee was a great general and man of vision, but I believe a “horse” man. I know nothing about Stewart - so I am going with him!
BTW it was this time of year that the Union sent spys on the great sabotage mission to disable the railroads of the Confederacy. Despite the apparent failure of the mission it pointed out the importance of the railroads and forced the Confederates to expend resources protecting their rails.
He was the man to break the siege of Chattanooga, capture Vicksburg Miss,& when Lincoln gave command of all the armies he came up with the ideal to not give the Confederate a rest for Sherman to attack in the west ,Gen. Franz Sigel to take the Shenandoah Valley (which he failed to do so he replace him with Phil Sheridan) ,Gen. Benjamin Butler to threaten both Richmond and Petersburg from the east while he came down from the north & finally taking Richmond Va.
In 1872, President Ulysses S. Grant started Yellowstone park, gave African Americans the right to vote.
