The China North Locomotive & Rolling Stock Corp. (CNR) which this article refers to seems to be a different company than the company GE is doing a joint venture with. GE’s joint venture is with China South Locomotive Group (CSR) to build locomotives for the Chinese domestic market. CSR and CNR are direct competitors according to Wiki.
