Because the railroads did not have the capacity for the extra Oil Hauling, the management should have not gotten greedy and attempted to haul everything. It is a matter of juggling too many items at one time.
Now the rail lines are so short of crew members and locomotives that they can barely haul anything. Their greed for all the traffic without enough equipment and employees has run down the railroads.
I think the railroads, as common carriers, are required by law to accept the traffic. Also, rate regulation prevents them from reducing traffic by increasing rates (above a certain point), which would also generate the revenue to increase capacity. Meanwhile, the government is considering increasing the rate regulation that is contributing to the problem!
