Mr. Holleran, since it is the same Government department that sets the common carrier regulations I would presume that is exactly what it means.
Something is missing here. The RR don’t own most of the 111A tank cars, the shippers do. Does this mean that the RR can refuse to haul shipper-owned cars?
If the car does not meet specifications by Government agency, railroads must refuse to accept them by law. Period.
How about making ethanol optional instead of required? It’s getting hard to find ethanol free gas.

Now there are new rules about the cars that carry crude oil in Canada. Great. But in almost a year, there have been no prosecutions of those whose negligence snuffed out forty-seven lives and destroyed a town. Is the notion of a “Canadian system of justice” just a contradiction in terms? There still hasn’t been a single arrest.
