One interesting point made by Mineta regarding passenger rail funding is the concept of a 50/50 federal/state match in funding. This is consistent with current highway funding structures, but out of step with the 80/20 fed/state funding of the Interstate Highways System. The article also gives subtle reference that such funding would be for rail infrastructure, not necessarily rail operations. If comprehensive and true, this would be a major step forward for the federal approach to railroading in general.
