If a car is to be moved to a public wharf or pier and the freight is to be loaded there onto a barge or a ship, what consignee is shown on the way bill?

It could be the person who actually purchased the material. It could be the shipping broker who arranged the sea leg of the shipment. It could be the stevadoring company that loads the ship.

Usually the person or broker dealing the material is listed as the consignee on the waybill, however in the case of a transloaded shipment, the stevadoring company is also listed somewhere on the waybill.
