It could be the person who actually purchased the material. It could be the shipping broker who arranged the sea leg of the shipment. It could be the stevadoring company that loads the ship.

Usually the person or broker dealing the material is listed as the consignee on the waybill, however in the case of a transloaded shipment, the stevadoring company is also listed somewhere on the waybill.
