In the vast majoity of cases, no. Most “power packs” that come with trainsets have a fixed A.C. output (for accessories) and a variable D.C. output for running trains (track power). Usually their combined current capability is around one amp or less.

O-27 trains run on (variable) A.C. and usually draw more current than the HO poweer pack can supply.

If you have an electrician friend (or are trained in that field yourself), you might want to do what I did. I bought a VARIAC (a variable auto-transformer) and a line isolation transformer and built my own power supply to run our O-27 trains. Do not attempt this if you are unqualified as an electrician because it involves wiring 117 Volts house current and could result in injury or damage to you or your surroundings.
