Depends on the switches. If you are trying to make two seperate loops run independently of each other, the center rail seperates the loops.

Install the insulate pins in the center rail between the two turn-out parts of the switch.

In your situation I would use relays to control the diamonds & block target signals.
The Switch insulated pins switch by proper location on the switch outlet grounds (usually but not always the ground rails next to each other on the different outlets). The Block insulated pins are always located in the center (power) rail between the blocks.
