If you model this grade crossing, no one will believe it.
Neighbors must get irked having to listen to the horn.
Maybe kids cross the tracks there getting to their fishing hole. And the big gates are for when they bring their bicycles along.

Lacking any other information, it just might be a crossing that was taken out of service temporarily while the track was realigned/upgraded/re-ballasted. With that done, the highway folks will now replace the crossing, possibly with one of those humps guaranteed to high-center lowboy trailers. Then the concrete barrier, the piled earth and the junque will be removed to allow passage.
Or maybe the railroad will come along and remove the lights, gates and whistle post.

Actually the crossing was started but not completed. A developer was going to build the road. He paid for the signals and gates, but his developnent was not built so the road was not constructed. The gates were left because it anticipated that the road will be needed and built in the future.
