Replacing concrete ties? I thought they last longer than wood ties.

I don’t believe the UP serves Scottsbluff but rather Gering a neighboring town. BNSF serves Scottsbluff.
I rode the next to last mixed train between North Platte, NE and Yoder, WY in late April, 1971.

I believe they probably meant “will replace 68,000 ties with concrete ties”. I highly doubt they need to replace 68,000 concrete ties.
