I found footage of a UP train with an interesting horn. To me it sounds a little tuckered out, but that is just me.

I don’t know if locomotives use electrically controlled air valves or manually controlled valves. With a manually controlled valve, it is possible to vary the sound and volume some, it’s not as easy as “Playing” a steam whistle, but you can add your own personal touch to them. Doug
