UP upgrading lines in Illinois
Item #2 looks to be the Techney cutoff, part of which was old Milw. Rd. and used by CP to this day for traffic between Bensenville and the Chi-Milw. main.
This doesn’t look like an upgrade. More like regular maintenance and repair work.
