That is ultimatly a decisin that only you can make. I dont model N scale so I am not too savy on the availability of coal loaders for that scale. In HO there are alot of them ready made and kit form for about the same price at most hobby stores. I have a few Heljan kits for HO and while they are great in the detail department they are not that great in the instructions nor in the part fit. Again this is your call.
It looked in reasonable condition and if the Aussie Dollar was en par with the Canadian Dollar I would have said yes.
Looking at the kit I know there is a HO version and quite frankly it wouldn’t be too hard to make or something similiar.

Off subject but we are going to Australia for our 50th aniversary and would like some information on Ausatralia. Are you willing to talk about visiting your country. It is always nice to have someone other than the professional travel agents giving ideas.

First make sure you know what todays brand new prices are for the same or similar kits.
Check all the hobby shops to be sure you have a good idea on prices.
in so doing you may find a band new kit that will do the job at a discount
Be very carefull where Ebay is concerend you can see some very silly prices
that some things go for.
If you have any doubts don’t because once you win an auction you are commited to buy

Even combining shipping from walthers, you are still going to beat what you have to pay to ship it from austraila hands down.
