I don’t know if you are looking for actual hard copies, but Railway Age has a free online digital viewer in which you can view current and previous issues. The link below is for April’s issue, hence 0408 at the end. If you want to view previous issues, then change the last 4 digits at the end of the link (e.g. January 2007 is 0107).
