VMV is, or was, a subsidiary of the Paducah and Louisville Railroad, which is now partly owned by CSX.
They do (or did) a lot of locomotive rebuilding at the old IC shop complex in Paducah, Kentucky and they lease out locomotives as well.

VMV is the Paducah shops, formerly of the Illinois Central (Gulf) Railroad, where hundreds of GP8/10/11s were (re)built, among other various models. BN(SF)'s GP39Vs were also rebuilt by VMV from GP30s and 35s.
VMV was bought out by National Railroad Equipment (NRE) several years ago. It is still in Paducah and does contract rebuilding and assembling of new EMD locomotives. Watch the PAL or Kentucky Railfan Yahoo Groups for what is going on at Paducah.
